Understanding the FuelEU Maritime Regulation

Effective from January 1, 2025, the FuelEU Maritime framework aims to reduce greenhouse gas (GHG) emissions across the shipping industry. It introduces rigorous GHG intensity targets, starting with a 2% reduction by 2025, escalating to an 80% reduction by 2050. Compliance requires the use of alternative fuels, such as biofuels, LNG, and sustainable methanol or ammonia, under a well-to-wakeapproach—considering emissions from production to combustion.

Key elements of the regulation include:

  • Annual Monitoring and Reporting
  • Companies must monitor and report:
    • Port departures/arrivals with time spent at berth.
    • Fuel types and amounts consumed at berth and sea.
    • GHG emissions, broken down by well-to-tank and tank-to-wake phases.
    • Usage of on-shore power and substitute energy sources.
  • Compliance Timelines and Penalties
    • March 30, 2026: Submit verified compliance reports.
    • April 30, 2026: Record surplus/deficit in compliance and manage pooling.
    • May 1, 2026: Noncompliance penalties enforced.
    • June 30, 2026: Obtain FuelEU compliance certificates for all ships entering EEA ports.
    • January 1, 2030: Zero-emission requirements for container and passenger ships at major EEA ports, with limited exceptions.

Noncompliance incurs severe penalties, up to €2,400 per tonne VLFSO energy equivalent, significantly higher than EU ETS penalties.
